Who is allowed to ride in the Robotaxi at all?
Minimum age & accompaniment

18 years minimum age: Both the booking person and a possible guest must be of legal age.

Maximum two people: Currently, the right front seat is reserved for a safety monitor, so only driver + 1 guest are allowed.

No third-party bookings: The app owner must be in the vehicle themselves - passing it on to friends is taboo.
Service animals instead of pets

Allowed are small, trained assistance dogs.

Other pets remain outside for the time being.

Proof does not need to be presented, but staff may ask about the task of the animal.

The Tesla Robotaxi Rules additionally prohibit bringing measuring or monitoring devices to spy on hardware or software. Photos or videos with a smartphone are explicitly allowed.
Technology in the Background – Why So Strict?
Tesla relies on a Safety Monitor in the passenger seat, who observes the ride and intervenes if necessary. Meanwhile, FSD software evaluates camera data in real-time. Since the vehicles still have traditional pedals and steering wheels, unauthorized tampering could endanger safety – hence the clear separation between passenger and control areas.
